Cabot City Council — Seat-by-Year Roster, 2015–2022
Built Oct 27, 2026 from the pre-2023 council minutes corpus (council-pre2023/ texts and
council-ocr/ OCR of the scanned minutes, 172 minutes files), packet cover letterheads in
council/ and council-ocr/, and the Arkansas Leader's 2020/2022 election coverage in
leader-2020/ and leader-2022/. Companion to the 2023–present roster work; mayors
cross-checked against cabot-mayors-roster.md.
How to read the confidence marks
- - (stated) — a record explicitly ties the person to that seat (packet letterhead,
the minutes' own vacancy notes, a resignation letter, or the Leader's filing/election
coverage, including "filed for re-election" items, which document the seat the member
already held).
- - (inferred) — no record states the seat for that period; the assignment follows from
unbroken continuity of attendance plus elimination against the stated seats.
- - (order unknown) — the two members named held the two seats shown, but no source found
says which of them held which. Both names are listed rather than guessing.
Year-by-year table
| Year | Mayor | W1P1 | W1P2 | W2P1 | W2P2 | W3P1 | W3P2 | W4P1 | W4P2 | Notes |

Every minutes roll call from May 16 through Dec 19, 2022 repeats the vacancy note. Corey Spangler won the seat Nov 8, 2022 (Leader results: Spangler 3,488, James O'Gwynn 2,853) and was seated in 2023. |
Per-member appearance summary
Counts are meetings (of the 172 pre-2023 minutes files) whose attendance/roll-call zone
names the member. First/last are bounded by which minutes survive (see Open questions).
| Member | Seat(s) | Meetings | First appears | Last appears | Notes |
|---|---|---|---|---|---|
| Ed Long | W1P1 | 171 | Jan 5, 2015 | Dec 19, 2022 | Continuous through the whole period; President Pro Tempore by Jan 2021; continues into 2023–present council. |
| Ron (Ronald) Waymack | W4P2 | 171 | Jan 5, 2015 | Dec 19, 2022 | Continuous; the Leader's Aug 5, 2020 filing story has him "filed for re-election to Ward 4, Position 2." Succeeded by Kyle Picard in 2023. |
| Kevin Davis | W1P2 (inferred) | 99 | Jan 5, 2015 | Dec 14, 2020 | The Leader (Dec 16, 2020) dates his council service 2011–2020 — he was already a member before this corpus begins. Received an outgoing-member plaque Dec 2020. |
| Ann Gilliam | W3P2 or W4P1 (order unknown) | 43 | Jan 5, 2015 | Dec 17, 2018 | Chaired the Budget & Personnel Committee in the 2015–2016 minutes. |
| Rick Prentice | W4P1 or W3P2 (order unknown) | 43 | Jan 5, 2015 | Dec 17, 2018 | Leaves with Gilliam at the end of 2018. |
| Doyle Tullos | W2P2 or W3P1 (order unknown) | 11 | Jan 5, 2015 | Dec 5, 2016 | 2015–2016 only (few 2015 minutes survive, so the low count is a coverage artifact). |
| Jon Moore | W3P1 or W2P2 (order unknown) | 11 | Jan 5, 2015 | Dec 5, 2016 | Same coverage note as Tullos. |
| Dallan Buchanan | W2P1 (inferred) | 2 | Jan 5, 2015 | Feb 2, 2015 | Only the two surviving 2015 minutes name him. By Mar 7, 2016 the minutes note one seat vacant; Doug Warner is seated by Apr 4, 2016. His exit date and manner are in the missing Jan–Feb 2016 minutes window. |
| Doug Warner | W2P1 | 90 | Apr 4, 2016 | Oct 5, 2020 | Arrives in the seat Buchanan vacated. Resigned Oct 5, 2020 (letter read by the city attorney; acceptance moved by Long, seconded by Webber, passed unanimously) — while also a candidate for re-election to the same seat: in the three-way Nov 3, 2020 vote he finished second (2,962) behind Stephen Redd (3,766, 39.8%) and ahead of Jayson Crumpler (2,739), then lost the Dec 1 runoff to Redd, 507–180 (Leader, Nov 4 and Dec 2, 2020). |
| Norma Naquin | W3P1 | 88 | Feb 6, 2017 | Dec 14, 2020 | Leader dates her service 2017–2020; outgoing plaque Dec 2020. Lost her seat outright on Nov 3, 2020 to Maggie Waymack-Cope, 5,925–3,710 (Leader, Nov 4, 2020). |
| Damon Bivins | W2P2 | 88 | Feb 6, 2017 | Dec 14, 2020 | Leader dates his service 2017–2020. Finished second in the three-way Nov 3, 2020 vote for his seat (Hillenburg 4,674, 48.5%; Bivins 3,219, 33.4%; former member Jon Moore third, 1,747), then lost the Dec 1 runoff to Hillenburg, 402–284. |
| James Reid | W3P2 | 133* | Jan 7, 2019 (as council member) | Dec 19, 2022 | *Count includes 2016–2018 appearances as a Planning Commission appointee (e.g., reappointed Sep 6, 2016) before joining the council. Continues into 2023–present. |
| Matt Webber | W4P1 | 128 | Jan 7, 2019 | Dec 19, 2022 | Continues into 2023–present. |
| Michael Jones | W1P2 | 46 | Jan 1, 2021 | Mar 7, 2022 | Resigned Mar 7, 2022; his letter (filed with the minutes) gives the reason: "I will be moving out of Cabot in order to capitalize on new employment opportunities." |
| Stephen Redd | W2P1 | 72 | Jan 1, 2021 | Dec 19, 2022 | Won the seat in the Dec 1, 2020 runoff over the resigned incumbent Doug Warner. Continues into 2023–present. |
| Brandon Hillenburg | W2P2 | 72 | Jan 1, 2021 | Dec 19, 2022 | Won the seat in the Dec 1, 2020 runoff over incumbent Damon Bivins. The Jan 1, 2021 minutes note he "was congratulated as a new Council Member by his young son." Continues into 2023–present. |
| Maggie Cope | W3P1 | 73* | Jan 1, 2021 (as council member) | Dec 19, 2022 | *Count includes one Oct 1, 2018 attendance-zone mention as a non-member. Won the seat Nov 3, 2020 by defeating incumbent Norma Naquin 5,925–3,710, running as "Maggie Waymack-Cope." Continues into 2023–present. |
Mid-term changes (with the record's own wording)
- 1. Early 2016 — W2P1 falls vacant, Doug Warner seated. Mar 7, 2016 minutes list six
members present with Ronald Waymack absent and note "(one seat vacant)." Dallan Buchanan,
named in the Jan/Feb 2015 minutes, never appears again; Doug Warner first appears
Apr 4, 2016. The Jan–Feb 2016 minutes are missing from the city's site, so neither the
vacancy declaration nor Warner's appointment/election is in the surviving record.
- 2. Jan 1, 2017 term start — Tullos and Moore out; Bivins and Naquin in. A term
turnover, not a mid-term event, but recorded here because the January 2017 minutes do
not survive: the new members first appear Feb 6, 2017.
- 3. Oct 5, 2020 — Doug Warner (W2P1) resigns. Work session minutes: "City Attorney Ben
Hooper announced he was asked by Council Member Doug Warner to read a letter on his
behalf… Ed Long made a motion to accept Doug's resignation, second by Matt [Webber].
Motion passed unanimously by a Roll Call Vote." The seat stayed empty for the rest of
the year — Dec 14, 2020: "The City has a vacancy in Ward 2, Position 1 at this time" —
even though Warner remained on the Nov 3 ballot, finished second of three (Redd 3,766;
Warner 2,962; Jayson Crumpler 2,739), and reached the Dec 1 runoff, which Stephen Redd
won 507–180. Redd was sworn in with the new council Jan 1, 2021. The same election
turned over two more seats: Maggie Waymack-Cope defeated W3P1 incumbent Norma Naquin
outright on Nov 3 (5,925–3,710), and Brandon Hillenburg led the Nov 3 vote for W2P2
(4,674 to incumbent Damon Bivins's 3,219, with former member Jon Moore third at 1,747)
before winning the Dec 1 runoff 402–284.
- 4. Mar 7, 2022 — Michael Jones (W1P2) resigns. Regular meeting minutes: the city
attorney "read a resignation letter from Council Member Michael Jones"; the motion to
accept passed 5-0 and a second motion "to declare Ward 1, Position 2 as vacant" also
passed 5-0. The letter, filed with the minutes, is addressed to the "People of Cabot" and
cites relocating out of Cabot for new employment.
- 5. Mar 21, 2022 — Council chooses to leave W1P2 empty. After interviewing two
interested residents (Mr. Zimmerman and Mr. Davis) in executive session: "Motion by
Mr. Redd to leave the seat (Ward 1, Position 2) vacant until the upcoming election,
second by Mr. Webber. Motion passed by a unanimous Roll Call Vote." The seat was still
vacant at the last pre-2023 meeting, Dec 19, 2022: "Council Seat Ward 1/Position 2 is
vacant at this time."
Mayor cross-check against cabot-mayors-roster.md
The minutes agree with the existing roster for every year of this period, and strengthen
two of its inferred entries (no changes made to that file):
- - Bill Cypert presides over every meeting in the minutes from Jan 5, 2015 through
Dec 17, 2018 — direct documentation across the whole span the roster previously knew
only from 2016/2018 spot records and succession inference.
- - Ken Kincade presides from the first 2019 meeting (Jan 7, 2019) through Dec 19, 2022,
consistent with the roster's Jan 1, 2019 start. The legislative audit reports for 2019
and 2022 (in legislative-audit/) also name Kincade as mayor for those years.
- - Presiding officer note: the mayor presides throughout; Ed Long appears as President Pro
Tempore in Jan 2021 and chaired the earlier "Agenda Meeting" (work-session) portion in
the 2015–2018 minutes format.
Completeness
Of the 64 seat-year cells (8 seats × 8 years): **36 are filled from explicit records,
16 by inference, and 12 remain partially unresolved** — in each unresolved cell the two
members who split the pair of seats are known, but not which of them held which seat
(4 cells in 2015–2016 across W2P2/W3P1, and 8 cells in 2015–2018 across W3P2/W4P1).
All 8 mayor-years are explicit. From 2019 onward every seat is explicit except Kevin
Davis's W1P2 (2019–2020, elimination inference), and 2021–2022 are fully explicit.
Open questions
- 1. Tullos vs. Moore (2015–2016): which held Ward 2, Position 2 and which held Ward 3,
Position 1? Their successors are documented (Bivins → W2P2, Naquin → W3P1 from
Jan 2017), but no surviving 2015–2016 record labels either man's seat. One later clue:
Jon Moore ran for the Ward 2, Position 2 seat in 2020 (third, 1,747 votes) — suggestive
but not proof of where he sat in 2015–2016. The missing Jan–Feb 2016 minutes,
2014/2016 election coverage, or a 2015–2016 packet letterhead would settle it.
- 2. Gilliam vs. Prentice (2015–2018): which held Ward 3, Position 2 and which held
Ward 4, Position 1? Successors documented (Reid → W3P2, Webber → W4P1 from Jan 2019);
the 2018 election coverage (not in this corpus) would settle it.
- 3. Buchanan's exit and Warner's arrival (2016): Buchanan's seat is inferred to be
W2P1 because Warner — documented as W2P1 in 2020 — filled the only vacancy. Whether
Warner was appointed by the council or seated another way, and when Buchanan left and
why, are in the missing Jan–Feb 2016 minutes.
- 4. Kevin Davis = W1P2 rests on elimination: every other 2019–2020 seat is explicitly
documented, Davis is the only departing member left unassigned, and Michael Jones —
explicitly W1P2 — is the only incoming member left unassigned. A 2020 W1P2 race story
or results table naming Davis would confirm it directly; the Leader's Nov 4, 2020
results pages are too column-scrambled in OCR to extract that race.
- 5. Conflicting record (resolved): the State of the City slides filed with the
Mar 21, 2022 minutes list the 2021–2022 council with "(Resigned)" reading immediately
after Brandon Hillenburg's name. The resignation letter and the Mar 7, 2022 minutes
prove the resigner was Michael Jones; the slide's tag is treated as an OCR
column-order artifact, not evidence about Hillenburg.
- 6. Coverage gaps bounding this roster: only two 2015 minutes survive (Jan 5, Feb 2);
2016 minutes begin Mar 7; 2017 minutes begin Feb 6; May 16, 2018 minutes are missing
from the city's site. "First/last appearance" dates are therefore earliest/latest
surviving records, and events in the gaps (notably Buchanan's 2015–2016 exit) may
have happened at meetings whose minutes the city no longer posts.
